Who sets policy for what

MoP Ministry of Power
Functions under the Second Schedule to the Government of India (Allocation of Business) Rules, 1961 — independent since 2 July 1992, having previously sat within the Ministry of Energy.
Core mandate
  • Formulates policy and perspective planning for India’s electrical-energy sector
  • Administers the Electricity Act, 2003 and the Energy Conservation Act, 2001, and drafts their amendments
  • Oversees investment appraisal and monitoring of thermal and hydro generation, transmission and distribution projects
  • Administratively oversees CEA and sector PSUs — NTPC, POWERGRID, PFC, REC, DVC and others
MoC Ministry of Coal
Constituted in 1973 under the Government of India (Allocation of Business) Rules, 1961, coinciding with the Coal Mines (Nationalisation) Act, 1973.
Core mandate
  • Sets exploration, development and pricing policy for coking and non-coking coal, and lignite
  • Runs coal-block auctions, commercial-mining allocation and linkage policy
  • Owns and oversees Coal India Limited, Singareni Collieries and Neyveli Lignite Corporation
  • Sets coal-mine safety, sustainability and production-reporting standards
MNRE Ministry of New and Renewable Energy
Traces to the Commission for Additional Sources of Energy (1981); became the Ministry of Non-Conventional Energy Sources in 1992, renamed MNRE in October 2006 under the Allocation of Business Rules, 1961.
Core mandate
  • Nodal ministry for solar, wind, small-hydro, bioenergy and green-hydrogen policy
  • Runs PM-KUSUM, the PM Surya Ghar rooftop-solar scheme, and PLI manufacturing incentives
  • Sets Renewable Purchase Obligation (RPO) trajectories and offshore-wind policy
  • Coordinates delivery through state-level renewable-energy nodal agencies
