BEE Bureau of Energy Efficiency
Statutory body set up in March 2002 under the Energy Conservation Act, 2001, under the Ministry of Power.
Core mandate
  • Coordinates the Perform, Achieve & Trade (PAT) scheme for energy-intensive industries
  • Notifies Standards & Labelling (star-rating) norms for appliances and equipment
  • Sets the Energy Conservation Building Code (ECBC) and drives state-level energy efficiency
  • Steers demand-side efficiency programmes such as UJALA in coordination with implementing partners
CCO Coal Controller's Organisation
One of India's oldest coal-administration bodies, tracing to 1916; functions under the Ministry of Coal administering multiple coal-sector statutes.
Core mandate
  • Administers the Colliery Control Rules (2004/2021) governing coal grading and despatch compliance
  • Approves Mining Plans and Mine Closure Plans under the MMDR Act, 1957 (as amended)
  • Administers the Coal Mines (Conservation & Development) Act, 1974 and the Coal Bearing Areas Acquisition Act, 1957
  • Custodian of records under the Coal Mines Nationalisation Acts, 1972-73 and the Coal Mines (Special Provisions) Act, 2015
SECI Solar Energy Corporation of India
Incorporated in 2011 to implement the National Solar Mission; converted to a commercial CPSU in 2015 and conferred Navratna status in 2024, under MNRE.
Core mandate
  • Runs competitive tariff-based bidding for solar, wind and hybrid RE projects
  • Signs PPAs with generators and back-to-back PSAs with distribution utilities
  • Executes PLI-linked solar manufacturing schemes and green-hydrogen pilot programmes
  • Functions as a Renewable Energy Implementing Agency (REIA) for large-scale project development
EESL Energy Efficiency Services Limited
Incorporated in 2009 as a joint venture of NTPC, PFC, REC and POWERGRID under the Ministry of Power, functioning as India's 'Super ESCO'.
Core mandate
  • Runs UJALA (LED bulb) and the Street Lighting National Programme on a Pay-As-You-Save/ESCO model
  • Retrofits government buildings for energy efficiency and deploys smart/prepaid metering
  • Builds e-mobility infrastructure such as EV fleets and public charging stations
  • Extends efficiency programmes to agriculture (efficient pumps) and MSME sectors
PFC Power Finance Corporation
Incorporated in 1986 as the sector-dedicated financing arm for power under the Ministry of Power; an NBFC conferred Maharatna status in 2021.
Core mandate
  • Principal financier for generation, transmission and distribution projects across India
  • Nodal agency for flagship government power-sector schemes such as RDSS
  • Finances allied infrastructure including coal mining and fuel-linked logistics
  • Parent company of REC Limited
REC REC Limited
Established in July 1969 as Rural Electrification Corporation; a Maharatna CPSU under the Ministry of Power and now a subsidiary of PFC.
Core mandate
  • Finances power generation, transmission, distribution and rural electrification projects
  • Nodal agency for central electrification schemes such as Saubhagya and RDSS
  • Provides project appraisal, monitoring and consultancy services to utilities
  • Increasingly finances renewable energy and non-power infrastructure projects
IREDA Indian Renewable Energy Development Agency
Established in 1987 as a Non-Banking Financial Institution under the Ministry of New and Renewable Energy; a Navratna CPSE and Public Financial Institution under the Companies Act.
Core mandate
  • Dedicated financing agency for renewable energy, energy efficiency and environmental-technology projects
  • Extends term loans to solar, wind, hydro, bioenergy and green-hydrogen developers
  • Registered NBFC with RBI; listed on Indian stock exchanges since 2023
  • Supports state renewable energy agencies and private developers with structured finance
